Wikang Vernakular at Filipino bilang mga Wikang Panturo

Matapos ang halos isang taong pag-aaral, ang komisyon sa pangungulo ni Sen. Edgardo Angara (EDCOM o Congressional Commission on Education) ay iniulat noong Disyembre, 1991 ang mga problema sa sistema ng edukasyon sa Pilipinas: (1) ang kalidad ng edukasyon sa Pilipinas ay patuloy na bumababa; (2) ang mga paaralang elementarya at sekundarya ay hindi naituturo ang mga kakayahang kailangan ng isang karaniwang mamamayan upang maging responsable, produktibo, at ganap ang kanyang sarili; (3) ang mga kolehiyo at paaralang teknikal-bokasyonal ay hindi nakapagpoprodyus ng kinakailangang lakas-paggawa ng bansa upang mapaunlad ang ekonomiya; at (4) ang edukasyong gradwado ay pangkaraniwan lamang (mediocre) at di naibibigay ang mga kailangang kaalaman sa pananaliksik upang makalikha ng mga trabaho at mapataas ang halaga ng produksyon (del Mundo, et al.).
Mahigit na labinlimang taon ang lumipas, ngunit walang nangyari hinggil sa mga suliraning ito sa ating edukasyon, bagkus ang mga ito ay lumalala pa. Sa isang ulat ng UNESCO kamakailan, ang Pilipinas ay pam-74 sa Education Development Index, daig ng Mongolia, pang-61, Vietnam, pang-65, Indonesia, pan-58, at Tsina, pan-38 (”Philippine Education: The Big Picture,” PDI). At sa Trends in International Mathematics and Science Study noong 2003, ang Pilipinas ay pang-41 sa Agham at pang-42 sa Matematika ang ranggo sa 45 bansa (Ibid.).
Sa kinakaharap na mga krisis na ito ng ating edukasyon, isa sa mga solusyong isinusulong ng gobyerno ay ang paggamit ng wikang Ingles bilang wikang panturo sa mga paaralan.
Ika-17 ng Marso, 2003 (Ignacio), ipinatupad ng pamahalaan ang Executive Order No. 210 na pinamagatang “Establishing the Policy to Strengthen the Use of English as a Second Language in the Educational System.” Layunin ng kautusan na paghusayin ang kakayahan ng mga estudyanteng Pilipino sa wikang Ingles. Ilan sa mga isinasaad sa EO 210 ay ang mga sumusunod: (1) Ingles ang dapat na maging wikang panturo para sa asignaturang Ingles, Matematika, at Agham mula sa ikatlong baitang; (2) ang wikang Ingles ang pangunahing wikang panturo sa mga pampublikong paaralang sekundarya; (3) bilang pangunahing wikang panturo, hindi dapat bababa sa 70 porsiyento ng kabuuang oras ng pag-aaral ang ilalaan para sa pagtuturo gamit ang Ingles; at (4) ang Filipino ay mananatiling wikang panturo sa mga asignaturang Filipino at Araling Panlipunan (UP Forum). Sa mga probisyong ito, makukuha natin na salungat sa pamagat ng EO 210, kung saan sinasabi na ang wikang Ingles ay patatatagin bilang “Second Language,” ang Ingles ay naging pangunahing wikang panturo sa mga pampublikong paaralan sa Pilipinas, dahil, sa humigit-kumulang na 10 sabjek ay 2 na lamang, Filipino at Araling Panlipunan, ang ituturo sa wikang Filipino.
Ang nagbunsod sa pamahalaan upang gawin at ipatupad ang kautusan ay ang bumababang kasanayan sa Ingles ng ating mga mag-aaral, na ibinase nila sa pagbagsak ng mga aplikante sa mga pagsusulit sa Ingles para makapasok sa mga call center (Ibid.). Idagdag pa rito ang mga pangangailangan ng mga nars, domestic helper, caregiver, at construction worker sa ibang bansa, kung saan, “bentahe” nga, ani ating mga opisyal, ng mga Pilipino ang pagiging mahusay sa Ingles.
Datapwat ang hakbang na ito ng pamahalaan – ang pag-uutos na Ingles ang maging pangunahing wikang panturo sa mga paaralan – ay malinaw na paglabag sa isinasaad ng Artikulo XIV, Seksyon 6 ng ating Saligang Batas: “… dapat magsagawa ng mga hakbangin ang Pamahalaan upang ibunsod at puspusang itaguyod ang paggamit ng Filipino [na siya nating wikang pambansa, ayon sa unang talata ng Seksyon 6] bilang midyum ng opisyal na komunikasyon at bilang wika ng pagtuturo sa sistemang pang-edukasyon.” Taliwas din ito sa inirekomenda ng pag-aaral ng EDCOM na gawing wikang vernakular at Filipino ang mga wikang panturo at sa napakarami nang mga pag-aaral na nagpapatunay na mas madali at mas mabilis na natututo ang mga bata gamit ang wikang alam nila at nasa puso nila – ang kanilang mother tongue o katutubong/sariling wika (Ibid.).
Sa pagpapatupad ng EO 210, makikita natin na ang paningin ng ating mga opisyal sa pamahalaan ay wala sa ating mga Pilipino kundi nasa interes ng mga dayuhan at elit. Sa pagpapasidhi ng patakaran sa pagkatuto ng Ingles, ang gobyerno ay nagmimithing maging katulong ang mga Pilipino sa mga banyagang lupain at alipin at manggagawa ng mga dayuha’t mayayamang kapitalista rito sa ating bansa. Sa kautusan, lalo lamang babagsak ang kalagayan ng edukasyon sa Pilipinas, sapagkat ang mga estudyante ay pinipilit na mag-aral gamit ang banyagang wika na hindi naman likas sa kanila at hindi nila ganap na naiintidihan at nasasalita. Ang tunay na solusyon sa mga malalang suliranin sa ating sistemang pang-edukasyon ay nasasalalay sa pagkatuto at pagpapakahusay ng ating mga mag-aaral – na matatamo lamang kung sila ay ating tuturuan sa ating mga sariling wika, sa wikang vernakular at Filipino, na silang mga wikang lubos nating nagagamit at nauunawaan.

Pero sa language teaching kasi, di dapat na pinagtatawanan o hinahamak iyan. Lalo’t di naman native speaker ng Ingles ang nagsalita. Hmmm… Ang pinakabagong trend ngayon sa pagtuturo ng wika ay yung tinatawag na communicative teaching approach. Pwede nang tanggapin ang pahayag sa itaas, basta’t ang mahalaga ay naipahahayag at maaaring makuha ang ibig sabihin o meaning. Pero siyempre, dapat din na maging accurate sa grammar.
Maiintindihan ko kung beginner lang sa wikang Ingles ang nagsabi niyan.

Bukod pa sa relasyon natin sa ibang bansa - sa ating external/international distinction, kung titingnan naman sa “loob”, problema rin ang internal cohesion. Nariyan din ang isyu ng rehiyonalismo, pagpapangkat-pangkat, pagkakanya-kanya, pagsasarili, pagsisiraan, pagtutunggalian sa pagitan nating Pilipino. Hay… Ambot talaga…
